Healthy Environment Planner

***$57,500 Annually / Depends on Qualifications***

As part of the Community Health Promotion Division within El Paso County Public Health (EPCPH), the Healthy Environment Planner will lead initiatives and partnerships to promote healthy environmental conditions throughout El Paso County that support desired population health outcomes. The Healthy Environment Planner possesses a keen understanding of the link between a healthy environment, environmental policies, and health. Works in collaboration with internal programs, other agencies, community groups, and residents to improve public health outcomes within our built environment, which includes land use and zoning, housing, transportation, access to health care, access to healthier foods, injury and youth substance use prevention, safe places to exercise and play, and community connectedness.
  • Works in partnership with government, community, and professional organizations to coordinate and leverage resources that improve public health outcomes within our built environments. Encourages the inclusion of health-promoting policies in long range development plans, regional transportation plans, and other built environment related plans.
  • Directly supports internal programs and partner agencies in planning and implementation of activities that promote healthy environments (e.g., school partners seeking funding to implement physical activity projects).
  • Develops reports, plans, maps, and position papers related to healthy community design. Identifies and works with local planning agencies to address challenges which prevent healthy community design.
  • Investigates Local, State, and Federal policies and statutes that effect healthy environments and promotes agency or community level policies and processes aimed to support good health outcomes. Educates and shares information with stakeholders and the public about evidence-based practices and programs and advocates for healthier community environments.
  • Assists community stakeholders in the development and implementation of healthy community design goals and objectives. Provides technical assistance and support to implement public health strategies that will increase access to healthy foods and active living as well as reduce injury.
  • Works with internal and external partners to address the “root causes,” social determinants of health, and health inequities as related to the promotion and development of healthy community environments.
  • Conducts community outreach in diverse and lower income communities to engage residents in healthy environment issues.
  • Provides expertise related to a variety of public health priorities including land use, transportation, environmental health, and safe and healthy food.
  • Represents Public Health at various boards and committees as directed by Leadership.
  • Participates in environmental health division meetings and other program meetings as directed.
  • Participates in departmental emergency planning and response activities.
  • Promotes public health within the community.
  • Takes personal responsibility to provide exceptional customer service in order to promote and maintain a positive Public Health image, constructive working environment and foster pride and professionalism in the workplace and community.
  • Performs other duties as required.
Qualifications
  • Bachelor's degree in urban design, architecture, public health, environmental health, or closely related field.
  • Minimum three (3) years full-time, professional experience working in public health, environmental health, land use planning, community development, or public policy planning required. Master's degree in environmental health, public health, public policy, or closely related field may substitute for two (2) years of the required experience.
  • One (1) year project management experience required.
  • Demonstrated experience writing policy analysis and outreach documents.
  • Meeting facilitation experience preferred.
  • Knowledge of current best practices/policies to prevent injuries, promote active living, food access, and integrate health with land use and transportation planning.
  • Knowledge and understanding of public health approaches, models, social determinants of health, health inequities and disparities, and initiatives to increase quality life and healthy aging over the life span.
  • Skill in the development and implementation of evidence-based strategies supporting healthy community design with consideration for economic, social, cultural, and political factors.
  • Knowledge of upstream health strategies and ability to apply these concepts towards healthy community design and active living initiatives.
  • Experience with Geographic Information Systems (GIS) and land use/transportation databases. Skill in using a computer, especially Microsoft Word, Excel, Outlook, and PowerPoint.
  • Ability to communicate, motivate, and organize projects among a broad spectrum of community partners region-wide, frequently under deadline pressure.
  • Ability to communicate effectively, both verbally and in writing. Ability to write and maintain accurate records and reports to meet project objectives.
  • Skill in prioritizing and organizing multiple tasks and the ability to complete projects in a timely manner.
  • Skill in demonstrating a cooperative, professional attitude to cultivate relationships both within and outside the organization.
  • Ability to identify problems and work creatively to resolve them, considering the impact of actions on EPCPH and the public's health.
  • Ability to work independently and in a team environment.
  • Ability to perform under pressure and when confronted with persons acting under stress.
  • Maintain regular and punctual attendance.
  • An equivalent combination of related education and experience may be substituted for the education and experience requirements above.
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.
Licenses/Certificates
  • Must possess and maintain a valid Colorado Driver's License.
Work Conditions
Work is primarily performed in an office environment; some travel will be required. This position requires the ability and willingness to respond to sensitive situations twenty-four (24) hours a day, seven (7) days a week and carry a cell phone. Public Health employees are responsible for providing proof of vaccinations and/or tuberculosis testing as applicable to the specific position and must provide proof of completion of required vaccinations/testing or proof of initiation within sixty (60) days of hire date.
