This position assists with the protection of South Dakota's water quality through the implementation of the state's permitting of Concentrated Animal Feeding Operations by: 
  • conducting initial engineering evaluations of plans and specifications for manure management systems and nutrient management plans to ensure they meet permit requirements;
  • ensuring all application requirements are completed for operations that have submitted an application for permit coverage under the state's General Water Pollution Control Permit for Concentrated Animal Feeding Operations;
  • conducting construction inspections to ensure manure management systems are constructed in accordance with approved plans and specifications. These inspections are performed outside in all weather conditions and are performed in settings with uneven terrain, construction equipment, and noise;
  • inspecting Concentrated Animal Feeding Operations to ensure that the operations are in compliance with all applicable state and federal regulatory requirements and the state's general water pollution control permit. Parts of these inspections are performed outside in all weather conditions and are performed in settings with uneven terrain, the presence of manure and wastewater, and noise;
  • reviewing requests for modifications to plans and specifications for manure management systems and nutrient management plans;
  • preparing technical reports, including using geographic information systems to prepare maps;
  • providing technical assistance to livestock producers, consultants, local government, and the general public.
The Department of Environment and Natural Resources is looking to fill two positions. The position requires statewide travel approximately 20-25 percent of the time with occasional overnight stays. Travel may be during inclement weather. Normal working hours are 8:00 a.m. - 5:00 p.m., five days per week. The position requires frequent contact with the general public and the regulated community.
This position will be trained in the Incident Command System and will be available to work in South Dakota's Emergency Operations Center during times when the Governor declares an emergency. This includes working outside the standard 8:00 a.m. - 5:00 p.m. workday and over weekends if called upon.
Licenses and Certifications:
A valid driver's license is required.
The Ideal Candidate Will Have:
Only applicants that possess a bachelor's/master's degree in geological, environmental, civil or related engineering field will be considered. Applicants that have successfully passed the Fundamentals of Engineering exam are preferred.
Knowledge of: 
  • the National Pollutant Discharge Elimination System (NPDES) or Surface Water Discharge program or other related programs and regulations;
  • the practical application of engineering. This includes knowledge of applying principles, techniques, procedures, and equipment to solve environmental and natural resources engineering problems;
  • materials, methods, and the tools involved in the construction or repair of wastewater collection and treatment systems;
  • the causes of water pollution and the principles, techniques, procedures and equipment of water pollution control;
  • investigative procedures;
  • the livestock industry and agricultural practices;
  • the principles and processes for providing excellent customer service.
Skill to: 
  • use mathematics to solve problems;
  • use scientific rules and methods to solve problems;
  • work with others to reconcile differences;
  • effectively use computers and various software programs such as Microsoft Word, Excel, Access, PowerPoint, and Geographic Information Systems (GIS).
Ability to: 
  • read, interpret, and evaluate engineering plans and specifications for acceptable engineering practices;
  • organize, analyze, and evaluate available information to draw reasonable conclusions;
  • use time management skills to work on multiple projects and complete designated tasks within time goals;
  • communicate information clearly and concisely verbally and in writing; and
  • walk, sit, and stand for extended periods of time, and climb, balance, stoop, kneel or crouch.
