Natural Systems Project Delivery Division Manager

The Natural Systems Enhancement and Stewardship Department is currently seeking a Project Delivery Division Manager. This position directs, manages, and coordinates the planning, development and execution of capital natural systems projects for the Natural Systems Enhancement and Stewardship (NSES) Department. Manages the project delivery division within the Natural Systems department with responsibility over project development, ecological enhancement, system improvements, and water resources management programs. Coordinates, schedules and collaborates with the Stewardship Services and Landscape Strategy Division Managers within the Natural Systems Department to identify and plan department tasks and projects.

 Essential Functions:

  1. Provides staff and team coordination related to the delivery of NSES and District projects. Project settings include integrated urban and rural landscapes targeting District infrastructure, system improvements, and ecological enhancement.
  2. Develops and implements water resources management strategies for water supply, reuse, surface water and other District initiatives. Oversees staff that manages projects, design teams, consultants, permitting agencies, partners, and stakeholders through all stages of project development from planning through construction.
  3. In coordination with NSES Division Managers and the Director, prepares and administers the department budget; ensures needed staffing, equipment, and other resources are available for efficient and cost-effective performance; participates in the development and modification of Department priorities, goals, objectives, and policies; establishes and manages the implementation of Department initiatives and standards.
  4. Coordinates project delivery with on-going sub-basin planning and water resources management work; assists with defining and developing projects within Clean Water Services and with external partners; anticipates and addresses change management needs with internal and external project and program stakeholders; works with the Director, and NSES Division Managers to prioritize and sequence projects; oversees staff performing project permitting, regulatory, and site access for NSES projects.
  5. Researches, mediates, and resolves technical, sensitive, and/or controversial issues and concerns for internal and external customers; coordinates Department work efforts and objectives with other District departments or divisions and the community; integrates Department programs with partners and stakeholders; represents the District to elected officials, outside agencies, the community, and media.
  6. Negotiates with partner agencies, contractors, vendors, and consultants regarding the scope and cost of services, purchases, and/or permits; administers contracts and intergovernmental agreements, and manages work performed under contract. 
  7. Oversees staff development and performance including selection and training; preparation of performance appraisals and development or improvement plans; resolve complaints and grievances; implements disciplinary actions.
  8. Serves as a lead for the development and implementation of cross functional teams within and outside the District for project delivery. Acts as a liaison with other departments in planning and execution of project delivery.

EXPERIENCE AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be:
 
5+ years of extensive supervisory or managerial experience;
 
5+ years of extensive experience in the management of natural systems and infrastructure project delivery in rural and urban landscapes;
 
College-level coursework in watershed management, landscape conservation, ecology, natural resource management, biology, civil, sanitary, environmental engineering, environmental science, or a related field.

CERTIFICATION AND LICENSURE REQUIREMENTS: 

Upon selection, candidates must possess and maintain a valid State issued driver’s license.
