This position is in the Office of Planning, Analysis and Risk Management (OPARM), Enterprise Risk and Planning Staff (ERPS). OPARM oversees FSIS strategic planning, evaluations, surveys, enterprise risk management, internal controls, data collection and visualization, reporting, integration, and analysis. The incumbent conducts critical analyses of FSIS programs to help FSIS achieve its public health objectives and ensure programs are managed with integrity and in compliance with Federal laws.
  • Conduct performance reviews of programs.
  • Conduct analysis to identify enterprise risk.
  • Develop risk mitigation strategies.
  • Provide solutions to enterprise risk and internal control program implementation.
  • Evaluate regulatory compliance standards for internal controls and enterprise risk.

To meet the minimum qualifications for this job series, you must (1) meet the Individual Occupational Requirement outlined in the Education section of this announcement, (2) provide a copy of transcripts for verification as detailed under Required Documents in the announcement.

Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit a non-award SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade.)

To be considered minimally qualified for this position, you must meet the basic education requirements for the job series and demonstrate that you have the required specialized experience. To qualify at the GS-13 level, you must have at least 1 year of specialized experience equivalent to the GS-12 grade level in the Federal service that includes at least 4 of the following:
  1. Interpreting laws, regulations, and standards to measure compliance.
  2. Extracting data to conduct analysis of internal control performance reviews.
  3. Developing techniques to evaluate program performance results.
  4. Developing reports for briefings and presentations to senior leaders.
  5. Advising programs on how to improve internal controls to mitigate risk.
  6. Composing policies and procedures that govern program or organizational activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Basic Requirements for Performance Auditors
A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
1.     A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
2.     Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
