CWSRF Technical Specialist (Natural Resource Specialist 4)

The Oregon Department of Environmental Quality has a full-time opportunity available for a CWSRF Technical Specialist (Natural Resource Specialist 4). This position will be located in either Eugene or Salem, Oregon. The finalist may choose their preferred work location.

There are 3 regions (Northwest, Western, and Eastern); this position is in Western Region. The Regions provide the following services: compliance inspection of regulated entities; enforcement of permit requirements and administrative rules; issuance of air, water, and solid waste permits; investigation of complaints; issuance of subsurface permits in counties; response to spills or other incidents with environmental impacts; direct contact and liaison with other governmental entities, industries, and the public; and technical assistance to regulated entities and the public. What you will do!
You will serve as the technical resource statewide in Eastern, Northwest, and Western Regions, and you will provide assistance to communities and districts on the following for the protection and improvement of water quality: 1) funding opportunities for point source and nonpoint source projects, including stormwater treatment and management projects; 2) federal and state application requirements for CWSRF loans, and the federal requirements for environmental planning and review needed to obtain CWSRF loans; and 3) support for the CWSRF application process and/or CWSRF loan readiness, improving operation and maintenance practices of existing wastewater and stormwater treatment infrastructure, increasing sustainability and green components (e.g., energy efficiency and asset management) for this infrastructure, and planning for upgrading such infrastructure.

What are we looking for?
Minimum Qualifications: Bachelor’s degree in physical science, environmental science, natural resources, or a closely related field, AND 4 years of experience in a natural resource or environmental field (an equivalent combination of education and experience is acceptable). At least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data, conducting investigations, applying pertinent laws and regulations, or coordinating and monitoring project activities.
Candidates who are most competitive will also reflect the following:

  • Experience with the CWSRF program, including the federal “cross cutting” requirements (historic/cultural resources, wetland protection, flood plain management, farmland protection, coastal zone management, wild and scenic rivers protection, protection of endangered species and essential fish habit, and Clean Water Act, Clean Air Act and Safe Drinking Water Act requirements).
  • Knowledge of the theories, principles, and practices of natural resources management, and wastewater and stormwater treatment technology and processes.
  • Experience as a wastewater treatment plant operator.
  • Excellent written communication skills and the ability to write clear and concise reports.
  • Ability to communicate effectively and professionally through email and in-person with DEQ staff, permittees (treatment plant operators, city managers, elected officials, etc.), consultants, the public, stakeholders, and other natural resources agencies, including communicating technical information.
  • Ability to learn and follow laws, regulations, and permit procedures applicable to the type of wastewater being discharged.
  • Working knowledge of the Federal Clean Water Act and the State of Oregon water quality regulations.
Working Conditions:
Most work is performed in a professional office setting. There will be frequent travel by car under possible adverse weather conditions to wastewater treatment facilities, water quality improvement project sites, community meeting locations, and DEQ regional and branch offices. Must have a valid driver’s license.
