The Department of Toxic Substances Control (DTSC) will be hiring for a Public Participation Specialist position to provide public outreach support for projects and other DTSC initiatives.
The position requires a motivated and dynamic individual with a superior level of emotional intelligence, as well as excellent systems-thinking, analytical, problem-solving, and strong written and oral communication skills.
The Associate Governmental Program Analyst (AGPA) serves as primary contact and liaison to the Department and communities, stakeholders, non-governmental organizations, other governmental agencies, federal, state, and local elected officials, and businesses. The AGPA also serves as a liaison for departmental community relations, facilitating effective and timely communication, conflict resolution, and developing and implementing communication strategies. Specific duties of the AGPA include, but are not limited to, the following:
Exide Public Participation
Serves as the primary contact for the Exide community on the implementation and progress of the Exide Site Mitigation and Restoration Program (SMRP) project. Facilitates effective communication between the public and the Department; ensures external stakeholders have opportunities to participate in DTSC’s decision making process; Represents the Department at public forums; Collaborates with DTSC staff at all levels, with responsible parties and with representatives from other local, state, and federal agencies to establish and maintain relationships which will result in effective communications.
Exide Community Outreach
Canvasses door to door for access agreements, schedules confirmation sampling appointments within 5 working days of access agreement. Produces, reviews, edits and distributes written communications, including community surveys, community updates/fact sheets, public notices, public participation plans and profiles, response to comments, and other internal or external communication documents related to the Exide SMRP project. Functions as a member of various projects and departmental teams, offers consultation, recommendations and advice for appropriate outreach and communication strategies to support the Department’s goals and objectives. Performs analysis on the collected technical data from project managers to ensure stakeholders receive comprehensible technical information. Provides facilitation services to internal teams. Coaches and mentors DTSC staff in communications outreach and engagement, public speaking and collaborative techniques.
