Assistant Physical Security Manager

Summary:
This position is responsible for supporting the Physical Security Manager in the administration and oversight of the physical security program for IDA SAC and STPI.  Responsibilities include oversight of monitoring systems, support to periodic government security assessment and IDA’s Emergency Response Plan. Participates in IDA’s security education and awareness program. Supervises Physical Security Team.

Responsibilities:
Responsible for developing and managing IDA’s physical security program in accordance with NISPOM (National Industrial Security Operations Procedures Manual) and other US Government regulations. 
  • Act as Physical Security Manager in their absence.
  • Manages Physical Security Team in the absence of Physical Security Manager.
  • Responsible for updating IDA physical security program to respond to new regulations, new business circumstances, and inspection findings; interacts with US Government personnel to ensure IDA physical security program continues to be compliant with the NISPOM and other US Government regulations and that IDA maintains a DOD Facility Security Clearance.
  • Prepares for and participates in Defense Counterintelligence and Security Agency (DCSA) and other US Government Agencies security assessments and other audits.
  • Creates and maintains appropriate records and documentation regarding IDA Security program
  • Investigates potential security violations and document results as directed.
  • Creates and seeks approval on Security Operating Procedures (SOP) and Systems Security Plans (SSPs).
  • Responsible for developing all training content to IDA staff on Security Operating Procedures (SOP) and Systems Security Plans (SSPs).
  • Assist in managing alarm, access control, and intrusion detection systems and related vendors and contractors. 
Supervises Physical Security team.
  • Responsible for interviewing and selecting candidates for vacant roles.
  • Reviews and evaluates performance, counsels and recommends courses of action.
  • Ensures training and career development of the physical security team.
  • Assists in developing policies, procedures, physical security manuals and training programs.
  • Orders supplies and equipment for the physical security team.
  • Reviews and approves timesheets. 
  • Creates and maintains work schedules.
Oversight of alarm and monitoring systems to ensure that they meet US Government requirements.
  • Audits IDA safe and combination/custodian program, ensuring locks and combinations are tracked and protected as required by the NISPOM.
  • Monitors systems and building locks, safes, and mantraps.
  • Responsible for the oversight of special projects such as construction/repairs of secured areas.
  • Assist the IDA Facility's Security Technician with opening safes by acting as an Alternate Locksmith.
Develops, tests and implements IDA emergency response plans. 
  • Maintain IDA’s emergency response plan practices. 
  • Responds to emergency situations to minimize harm to IDA staff and other resources.
  • Develops and maintains good working relationship with Pentagon Force Protection Agency.
  • Assists IDA Fire Warden in coordinating and executing emergency response plans. Conduct routine emergency training with IDA employees.
Perform other duties as assigned.
 
Qualifications:
  • Bachelor’s degree in relevant field or equivalent experience.
  • Five years of experience in positions involving security operations and emergency planning including at least three years of supervisory experience.
  • Familiarity with various applicable government security regulations and related procedures; demonstrated knowledge of integrated security systems.
  • Strong interpersonal oral and written communication skills with demonstrated ability work effectively with all levels of staff; ability to work in fast-paced, multi-tasking environment.
  • Requires independent judgement and discretion.
  • Ability to prioritize tasks and handle multiple assignments concurrently and excel in a highly dynamic, multi-customer environment.
  • Familiarity with access control systems, video management systems, and alarm systems, experience working with IT based security systems strongly desired.
  • Experience in communicating and working with outside law enforcement agencies strongly desired.
  • Strong skills in using Microsoft Office and other office automation tools required.
  • Highly organized and detail oriented.
  • Active Top Secret clearance with SCI Eligibility preferred.
  • Successful completion of a criminal background check is required.

Ability to obtain and maintain a security clearance is required
