The position is located in the Construction and Facilities Management Office (CFMO), South Dakota Army National Guard (SDARNG), within the State of South Dakota – Department of Military. The purpose of the position is to serve as the SDARNG’s primary point of contact for the Installation Status Report (ISR) and BUILDER programs.
The Installation Status Report (ISR) – is a web-based software application and database of record for the Army National Guard to assess and report infrastructure readiness. ISR applies Army-wide standards to evaluate the physical condition of facilities and assists the commander in prioritizing and obtaining resources to enhance readiness. This position collects data from stakeholders and performs physical inspections to determine services, infrastructure and mission capacity conditions in SDARNG facilities located in 23 communities throughout South Dakota.
BUILDER (Sustainment Management System) - is a web-based software application and database of record for the Department of Defense to assess and report building system readiness. The BUILDER program uses an automated record of real property data to produce a detailed inventory to model and identify key life cycle attributes for each building system component. The modeling determines a Condition Index (CI) for each building system component based on its expected stage and provides a comprehensive picture of the performance and projected sustainment costs of the primary building systems. This position collects data from stakeholders and performs physical inspections to validate the CI for building systems in SDARNG facilities located in 23 communities throughout South Dakota.
Additionally, the incumbent will be trained to assist in the management of the Army Stationing and Installation Plan (ASIP) program. The ASIP program is the database of record for installation demographic and the basis for Military Construction (MILCON) planning and programming.
This position will typically work four, 10-hour days, 6:30 a.m. to 5 p.m., Tuesday through Friday. Alternate work schedules may be considered. Work schedule may vary to accommodate emergency situations. Work is completed in an office environment. Visits to facility sites may require walking, standing, and bending to view meters and collect data. Incumbent must be able to work from heights to include ladders. Occasional out-of-state, multi-day travel is required to support training and workshops. Frequent in-state travel is required to conduct facility inspections. The individual selected will undergo a National Security Check to obtain a Common Access Card, and must also possess a valid driver's license.
Licenses and Certifications: 
Ability to obtain and maintain a Common Access Card (CAC) issued by the federal government. Possess and maintain a valid driver’s license.
The Ideal Candidate Will Have:
Four year degree, preferably in an engineering or related field, 3 to 5 years relevant experience in building, and facility inspections is preferred.
Knowledge of:
  • experience in utilizing computer programs spreadsheet/databases such as Microsoft Excel, Power Point and Word;
  • state and Federal government organization and structure;
  • the principles of administrative management, office procedures and reporting;
  • strong oral and written communications skills;
  • Basic Engineering Principals;
  • building construction, to include site evaluation and building design;
  • construction documents, building construction methods, and details;
  • Life-Safety Codes, building codes, fire codes, utility codes, military requirements and standards and other applicable regulations;
  • state adopted building codes;
  • Military Construction Regulations.
Ability to:
  • present complex technical issues clearly and concisely in both oral and written communications;
  • conduct field surveys, building and site inspections to include building, mechanical, electrical, structural and civil;
  • prepare complete and concise reports and recommendations;
  • establish work relationships with coworkers and other directorates;
  • communicate information clearly and concisely;
  • read and understand regulations, polices, and directives;
  • review data input for accuracy and completeness;
  • provide technical guidance and suggestions for improvement to Subject Matter Experts (SME);
  • prepare and perform training for Directorates, SMEs, and unit personnel.
