Compliance Specialist (Program Coordinator)

In this position, you will be the main point of contact for the DBE (Disadvantaged Business Enterprise), ACDBE (Airport Concession Disadvantaged Business Enterprise), Title VI, and ADA (Americans with Disabilities Act) programs. You will research and keep up to date with all the newest and/or revised regulations regarding these programs.

Essential Job Functions- the basic job duties an employee must be able to perform:
  • Stay current with the latest guidelines and requirements for DBE, ACDBE, Title VI, and ADA programs
  • Identify, communicate, promote, and monitor contracting opportunities for DBE’s
  • Ensure non-discriminatory practices against disadvantaged contract applicants and all legal provisions are being met
  • Update language in contracts, leases, terminal signage, and programs 
  • Conduct all audits, assessments, and inquiries of the above-mentioned programs
  • Act as the conduit between airport staff, FAA, and Title VI for information and compliance
  • Coordinate and receive documentation from tenants, contractors, consultants, etc.; monitor DBE and ACDBE programs, and submit documentation/reports to the FAA to ensure the Airport remains in compliance
  • Coordinate ADA efforts with the Operations and Maintenance teams; administer and track ADA projects; work with the appropriate manager for correction items
  • Ensure management is made aware of updates and new guidelines; offer suggestions for improvement
  • Act as lead in project coordination for ADA complaint measures; ensure project is completed correctly

We are looking for candidates who demonstrate:
  • Knowledge of methods and techniques of data collection
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations
  • Knowledge of DBE, ACDBE, Title VI, and ADA programs 
  • Knowledge of principles and practices of record-keeping
  • Ability to prepare clear and concise reports
  • Ability to establish and maintain effective working relationships
  • Ability to communicate clearly and concisely, orally and in writing

Successful candidate will have
  • A bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, or a related field.
  • Three years of full-time responsible program administration experience

One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.

Ideal candidates will also have
  • Three years of experience in a regulatory role
  • Three years of experience in aviation compliance
  • Experience working with any of the following programs:
  • DBE (Disadvantaged Business Enterprise) 
  • ACDBE (Airport Concession Disadvantaged Business Enterprise) 
  • Title VI 
  • ADA (Americans with Disabilities Act)

The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
