Internship Opportunity: Part-Time Policy Analyst Intern, Office of Policy & Government Relations

DEPARTMENT INFORMATION:
This position is open to Colorado residents and non-residents applicants.

This is a paid temporary position with no benefits and will exist for 9 months or less. We are looking for an intern who can commit to the position for the full 9 months.

DESCRIPTION OF JOB:
About the Work Unit
The Office of Policy and Government Relations (OPGR) is responsible for numerous functions: legislative policy, local, state, and federal government relations, internal policies and procedures, rulemaking, records management, and staffing the Transportation Commission (CDOT’s 11 member, gubernatorial appointed board that oversees budget and policy for the department). OPGR maintains relationships with federal, state, and local government officials; develops internal policies and procedures; coordinates CDOT’s rulemaking efforts and enacts a regulatory agenda; creates presentations for legislative and state committees; reviews state and federal legislation for impacts on CDOT; and reviews policies from across all CDOT divisions.

About the Position
Key to the work of OPGR is the ability to effectively report activities to many internal and external stakeholders including the Transportation Commission and the Statewide Transportation Advisory Committee (STAC). As such, this intern position is responsible for supporting the preparation of materials for stakeholder meetings on behalf of the Deputy Executive Director and Director of Policy, along with CDOT’s Chief of Staff.

The purpose of this part-time/full-time internship is to provide meaningful professional policy experience to collegiate students (or graduates within 3 years of graduation) with proven academic performance and a strong desire to learn and contribute.

Your duties and responsibilities will include, but are not limited to, the following:

Federal Grant Applications
  • Writing and research during semi-annual federal grant request period
  • Creation and formatting of grant application, report, and related materials
  • Perform policy and legislative research as requested by OPGR staff

Policy and Procedural Directives 
  • Assist with drafting and updating internal policy and procedural directives by collaborating with program managers and other subject matter experts.
  • Perform necessary research, such as statutory and regulatory, for policy and procedural directives
  • Assist with creating a robust record system for all policy and procedural directives

Preparation of Materials for Executive Management 
  • Prepare documents (including memos, PowerPoint, and support documentation) for CDOT executive management and other division managers
  • Conduct research and draft analysis of federal and state transportation policy and funding structures
  • Monitor legislative committee meetings and votes (virtually) and other stakeholder meetings and provide summaries as appropriate

Miscellaneous Duties
  • Attend all OPGR internal staff meetings and other events
  • Help Director of Policy with monthly Transportation Commission meeting and packet
  • Other job duties as assigned

Work Environment: 
  • Expected work schedule is 20-40 hours per week, during 8:00 am – 5:00 pm work hours, Monday-Friday. Days and hours are flexible.

  • Due to COVID-19, this position will be hybrid, with access to the OPGR team and other CDOT employees or events via Google meet or other virtual platforms as well as in person for a portion of the week (days will be determined with supervisor).
 MINIMUM QUALIFICATIONS, SUBSTITUTIONS, CONDITIONS OF EMPLOYMENT & APPEAL RIGHTS:
Minimum Qualifications 
  • Qualified candidates must be either:

  • Any college student enrolled in an accredited community college, college or university seeking an Associates, Bachelors, Masters or Ph.D. degree.
OR

  • A recent college graduate. Recently graduated means the individual should have attended an accredited college or university and have graduated with an Associates, Bachelors, Masters or Ph.D. degree within three calendar years.
OR

  • A certified participant in the Colorado Refugee Services Program.

College Transcripts: To verify current enrollment or recent graduation, a legible copy of your official or unofficial college transcript(s) or a foreign credential evaluation report must be submitted with your application. Transcripts must show the name of the school and that a degree was conferred, if graduated. Transcripts from colleges or universities outside of the United States must be assessed for U.S. equivalency by a NACES educational credential evaluation service. Failure to provide a transcript or foreign credential evaluation report may result in your application being rejected and you will not be able to continue in the selection process for this position.

  • Effective September 20, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19. Employees who have not been fully vaccinated will be required to submit to twice-weekly serial testing. Testing details will be provided during the onboarding process. Upon hire, new employees will have three (3) business days to provide attestation to their status with proof of vaccination or begin twice-weekly serial testing for COVID-19. Testing will take place in-person/at home/TBD and will be considered paid work time. Note: Fully Vaccinated means two (2) weeks after the second dose in a two-dose series of the COVID-19 vaccine, such as the Pfizer or Moderna vaccine, or two (2) weeks after the single-dose vaccine, such as Johnson & Johnson’s Janssen vaccine, as defined by the State of Colorado’s Public Health Order and guidance issued by the Colorado Department of Public Health & Environment.   • Effective interpersonal and relationship building skills;
  • Ability to work effectively in independent and team situations; and
  • Strong time and project management skills, including prioritization and multi-tasking ability.
