Equal Employment Specialist (GS-7/9/11)

The minimum salary for grade GS7 is $45,149, the maximum salary is $58,689. The minimum salary for grade GS-9 is $55,226, the maximum salary is $71,795. The minimum salary for grade GS-11 is $66,818 the maximum salary is $86,859.


Duties


Provides technical assistance, advisory services, and guidance on difficult or sensitive issues that impact the processing of complaints for the agency and its employees while complying with applicable laws, regulations, policies, and procedures.

Administratively processes EEO complaints in accordance with Federal laws, regulations, and practices.

Communicates allegations of discrimination to managers, supervisors, and employees and offers alternatives for resolving complaints, encouraging informal resolution when possible.

Prepares final recommendation to EEO Complaints Manager for dismissal of complaint or acceptance as a formal complaint.

Uses the principles of Alternative Dispute Resolution (ADR) in complaint processing as appropriate.

Duties will be developmental in nature when filled below the full performance level.

Qualifications


GS-7
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-05) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: providing technical and administrative support functions on EEO issues and assisting in researching applicable laws, regulation, policies or procedures to assist during the complaint and investigation process.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service.

GS-9
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-07) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: researching guidance on EEO issues; assisting in the processing of EEO complaints in accordance with applicable laws, regulations, policies or procedures; and gathering data to assist senior specialists during complaint investigations.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-9 or higher grade in Federal Service.

GS-11
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: providing technical assistance and guidance on EEO issues to management and employees; processing (EEO) complaints in accordance with applicable laws, regulations, policies or procedures; and investigating complaints requiring substantial fact-finding, in depth-analysis or innovative methods to develop proposed resolutions.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.


Education


GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.
