Investigator (Criminal Investigator I) - DORA: Division of Professions and Occupations

The Division of Professions and Occupations (DPO) protects consumers in the state of Colorado through licensing and regulatory enforcement for approximately 50 professions, occupations, and businesses. This work unit exists to ensure consumer protection by conducting investigations/inspections to support the Division’s 50 different professions.

The Office of Investigations supports the division by conducting investigations/inspections of criminal, civil, and administrative actions; the enforcement of agency actions includes cease and desist orders. The work unit operates with the goal of accomplishing the strategic measures of the division, which include improving customer service and reducing fees, protecting consumers, and leading people; it regulates those providing services by ensuring compliance with minimal statutory standards and coordinating the investigation/inspections process to enforce the requirements of the Colorado Revised Statutes.

Position: SJA 942

This position is responsible for independently conducting complex investigations of suspected violations of administrative, civil, and criminal statutes enforced by the Division of Professions and occupations. The position assists and focuses the effort between and among other law enforcement agencies in multi-jurisdictional investigative projects.

Duties include, but are not limited to:
  • Collecting and compiling the documentation and other evidence after determining the appropriate materials to be gathered; drafting subpoenas; determining a plan, scope, and direction of investigation; conducting in-depth interviews of witnesses, victims, and suspects to obtain information; and conducting undercover operations;
  • Preserving and protecting the integrity and confidentiality of evidence;
  • Assessing and analyzing evidence to determine and identify whether allegations are jurisdictional and constitute violations of state and/or federal statutes;
  • Preparing clear, concise, and comprehensive investigative reports, which reflect pertinent facts in an objective manner;
  • Presenting testimony at depositions, disciplinary hearings, and in civil and criminal proceedings;
  • Collaborating and assisting other law enforcement agencies' investigations by serving as a source specialist; providing guidance, interpretations, and recommendations to others concerning matters in the position’s scope of work;
  • Communicating and exchanging information with other law enforcement agencies to detect, jointly investigate, and promote the prosecution of violations of law;
  • Educating and communicating with the general public and regulated professions regarding the investigative and enforcement role of the agency.

MINIMUM QUALIFICATIONS (MQs):
  • Bachelor's degree from an accredited college or university in biological or life sciences, medical science, physical sciences, public health, health care, criminal justice, police sciences, psychology, communication, forensic science, applied sciences, or a closely related field; AND
  • One (1) year of professional* investigative work experience which must include all of the following:
I. Conducting investigations, including working with violations of administrative, civil, and/or criminal based statutes;
II. Gathering, interpreting, and/or analyzing evidence, data, and relevant facts in complex cases, and applying applicable laws;
III. Experience gathering information by utilizing investigative interviewing techniques.

SUBSTITUTIONS:
  • A combination of professional* investigative work experience as described above, which provided the same kind, amount, and level of knowledge acquired in the required education, will substitute for the bachelor's degree on a year-for-year basis.

*Professional work involves exercising discretion, analytical skill, judgment and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field; and continuously studied to explore, extend, and use additional discoveries, interpretations, and application and to improve data, materials, equipment, applications, and methods.

Preferred Qualifications:
  • Demonstrated experience working in a high-stress, high-profile environment managing various stakeholders and discerning hidden agendas;
  • Demonstrated experience working with administrative/regulatory law procedures;
  • Demonstrated experience working with multi-disciplinary teams (e.g. civil attorneys; criminal prosecutors; local, state, and federal law enforcement/regulatory agencies);
  • Demonstrated experience working in a law enforcement agency or regulatory agency;
  • Demonstrated experience in testifying in court providing data and information gathered during the investigative process;
  • Demonstrated experience working with financial and/or health records to identify non-compliance and fraud during an investigative process;
  • Demonstrated experience working in the environmental health field, interpreting public health laws, and conducting public health-related inspections and/or investigations;
  • Demonstrated experience working as a mental health professional, providing care and/or evaluating patients;
  • Demonstrated experience in nursing or a medical-related field that provided comprehensive care for patients including observing patient conditions or symptoms and developing of patient-specific care plans. (Note: some of the investigations conducted will be in the nursing profession, therefore knowledge of medical and/or nursing practices and standards will be a plus).

Travel is required up to 10% of the time, including staying out over weekends when required.
