Financial Systems Analyst (GS-7/11)

This position is open to US Citizens and Nationals.

This is not a remote telework opportunity. The position is located in Indianapolis, IN, Limestone, ME, Rome, NY or Cleveland, OH. Telework availability will be based upon the mission requirements and supervisory determination.

Duties

Serves as a functional analyst for all aspects of automated accounting and finance systems intended to support DFAS activities.

Maintains systems security programs including establishing, validating, and maintaining systems access authorization.

Establishes database requirements, procedures to migrate data to a data structure, detailing conversion functions, control mechanisms, and methods used to build the structure.

Controls and monitors systems output ensuring that each cycle processes properly in terms of expected output, scheduled systems interfaces, and inter-cycle relationships.

Validates functional requirements documentation to ensure compliance to existing statues and DoD functional policies.

Performs systems tests on financial systems and all related subsystems and interfaces with regard to performance and usability.

Provides support and assistance, including system training, during implementation, and maintains and monitors released portions of system while additional releases are under development.

Qualifications


Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. To be hired at the GS-7 entry grade level, applicants must minimally have:
One year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
  • Specialized experience is defined as: Providing routine data analysis and automated financial systems support in support of an organization's finance mission.
  • SUBSTITUTION OF EDUCATION FOR GS-7 SPECIALIZED EXPERIENCE: One full year of graduate level education or Superior Academic Achievement (Grade point average of a 2.95 or higher on a 4.0 scale or class standing in the upper third of the graduating class or major subdivision) or membership in a national scholastic honor society may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
This position is developmental and selections may be made at the GS-7 entry grade levels. Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-9 and GS-11 grade levels without further competition.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Education


One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
