SUMMARY: Develop, negotiate, and administer contracts, agreements, and the acquisition aspect in new business proposals of moderate to high dollar value, risk, creativity and complexity. Create solicitations and contracts while analyzing contract estimates, negotiate specifications and statement of work, price, date of delivery and other contractual and licensing provision with suppliers. Adheres to all federal and state laws and District policies with regard to contracting, bidding and purchasing of goods. Provide strategic planning and management of District purchasing and contracting function to include ensuring that procurement processes are effective, efficient, ethical, and provide the best possible value to the District.

  • Manage purchasing operations, and assist school administrators and other district departments to ensure all district policies and procedures are followed when purchasing materials and supplies.
  • Assist with the development and implementation of purchasing policies and procedures.
  • Communicate purchasing policies and procedures to district personnel.
  • Manage daily purchasing activities, including identifying work assignments; providing leadership in determining the proper procurement methodology; ensuring contract compliance to awarded vendors; reviewing, evaluating, and analyzing bids; monitoring procedures of major bid awards; researching life cycle cost of certain equipment; and managing, maintaining and reviewing procedures for the physical administration of all contract documents.
  • Manage all facets of the competitive bid process for the district. Includes developing all invitations to bid, providing public notification of bid opportunities, coordinating and documenting bid openings, monitoring evaluations of bids, serving as a member of the evaluation team, and awarding bids.
  • Manage the purchasing coordination for new schools and all other district facilities, including ensuring that the appropriate materials are ordered, received, and installed.
  • Provide guidance to District staff in the selection and procurement of fixtures, furnishing, and equipment.
  • Monitor vendor, agency, school, and department performance for compliance with specifications and standards, and implements corrective action or termination measure when performance is below expectations and standards.
  • Develop and maintain effective relationships with customer contracting officials to facilitate business transactions and enhance future acquisitions.
  • Provide information and support for technical purchases to project staff and District personnel.
  • Research and analyze new products, market conditions, and trends which may affect the pricing and availability of products and services.
  • Review life cycle cost analysis and cost proposal development and participate in technical proposal preparation for construction and service contracts.
  • Respond in a timely, professional, and comprehensive manner to project/client directives and requests involving contract compliance, cost proposals, insurance requirements, and other administrative procurement issues.
  • Conduct pre-bid conferences with bidders and departments. Preside at bid openings and proposal meetings.
  • Support emergency response team as needed.

EDUCATION AND RELATED WORK EXPERIENCE:

  • Bachelor's degree in Business Administration, Materials Management or a related field
  • A minimum of five (5) years of demonstrated experience in an administrative environment dealing with contracts, negotiations, public purchasing, inventory, and distribution management is required.
  • Public school experience preferred
  • Equivalent combination of education and experience is acceptable
 
LICENSES/CERTIFICATIONS:
 
  • Criminal background check
  • Valid Colorado Driver’s License
  • Certified Public Purchasing Buyer (CPPB) preferred
  • Certified Public Purchasing Officer (CPPO) preferred
