ABOUT THE ROLE:
NCSL is seeking a highly motivated individual to join the Legislative Training Program as a Training Specialist. The successful candidate will possess expertise in both learning theory and pedagogy, combined with a reasonable knowledge and understanding of state legislatures or state/federal government. Candidates should demonstrate the ability to motivate, educate, and train individuals in an engaging manner and display a high degree of competence in the principles of adult learning. The position is distinguished by a consistently high level of performance, initiative, complexity and diversity of assignments.

WHAT YOU’LL DO:
The Training Specialist produces high quality work that does not require close continuous review and operates effectively and skillfully in virtually any NCSL forum. The successful candidate can handle projects / presentations independently and with a high degree of competence. The candidate should have experience working in environments that require the highest standards of professional conduct and dependability under pressure and in unanticipated situations. The successful candidate will enjoy a high degree of autonomy in making decisions and is expected to promote an environment of collaboration, support, and shared leadership across the organization.

RESPONSIBILITIES AND DUTIES
  • Customize and deliver high quality training experiences to bipartisan legislative and legislative staff audiences.
  • In conjunction with the training team, develop and maintain professional development modules that meet the needs of legislators and legislative staff.
  • Contribute written articles and blog posts on skills strengthening and professional development topics.
  • Assist with development and delivery of internal NCSL training and professional development programs.
  • Assist in conducting surveys of legislators and legislative staff to determine training needs.
  • Identify opportunities and initiate ideas for presentations, publications, workshops, and articles.
  • Work with legislative professionals who coordinate training programs to promote NCSL’s offerings.
  • Collaborate with the training team by constructively reviewing your own products and presentations as well as other team members’ products.
  • Critically reviews one's own work and independently initiates improvements or refinements.
  • Use process improvement techniques to develop, evaluate, propose and implement modifications to existing development initiatives and program.
  • Performs other responsibilities as needed.
 
THE WORK ENVIRONMENT:
This position is mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. Employees routinely use standard office equipment such as laptops, printers, scanners, copy machines, and smartphones. Occasional travel by airplane, including overnights and weekends, is required. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.


Qualifications
QUALIFICATIONS FOR SUCCESS:
Minimum Qualifications:
  • Bachelor's degree plus five years of work experience with state legislatures, government, public policy, government relations, education or other relevant field. 
  • Subject-specific knowledge is preferred but not required. Must possess a demonstrated ability to build upon subject-specific knowledge in the policy arena in which the position is focused.  
  • Ability to communicate information, in writing and verbally, in a clear and credible way to a variety of audiences. 
  • Should possess the ability to build and maintain relationships with legislators, legislative staff, federal agency, and Congressional staff, national experts working in a specific policy arena, task force funders, and others, under the guidance or mentorship of supervisor(s). 
  • Ability to manage multiple tasks and deadlines simultaneously, ability to work under deadline pressure, and adapt to changes in workload. 
  • Ability to communicate information, in writing and verbally, in a clear and credible way to a variety of audiences. 
  • Ability to work in a politically neutral manner and maintain confidentiality when required. 
  • Ability to travel by air, with most trips being 1-3 nights, as well as work extended hours, possibly evenings and weekends, usually associated with events/travel.
